This is a tracking issue for ROS Humble support.

Known Issues:

ros_distro.js does not recognize humble, i.e., does not recognize the ROS_DISTRO env var is set to "humble"
bindings.gyp does not properly configure includes_dir for the new nested header dir structure (screwy) https://github.com/ros2/rcl/pull/959#issuecomment-1021193235
test-raw-pub-sub.js - fails
ci actions fail
