Pointcloud Gem for O3DE

A Gem containing:

• PointcloudFeatureProcessor
• Point cloud builder (it builds Ply files using happly
• Point cloud product asset (simple header+data binary file)

notes:

• happly was modified to build with Visual studio (minor things, I will back port to its repository)
• point size is not supported in Windows with DirectX RHI (other things works).

What is not implemented yet:

• hot reload of assets (loading of pointcloud is blocked in components code)
• support for normals
• ~the backgroud is set to black to have better colors~

Change draw tag to auxgem. It resulted in correct colors:

Thanks for review @zakmat @moudgils @gadams3 @norbertprokopiuk . I agree with every suggestion, I left few of them open, to have it mapped to issues on this repo (mainly refactor and asset handling). With bug that @gadams3 found with loop, I think it is closer to usable now and we can consider merging it.
