Changing existing functionality in Angler

Problem Description

The angler_localization implementation is less relevant to the angler project than it is the blue project. Furthermore, should additional localization sources be added to the BlueROV2, it makes less sense to maintain these packages in a separate repository.

Feature Description

Port the angler_localization package to the blue project.
