Added support to load thruster parameters from a backup file #101

This PR adds support for loading thruster parameters from a backup file. The original implementation only supported retrieving the backup parameters from MAVROS. The consequence of that design is that, should a user close the system prior to backing up the parameters, the original parameters were lost and needed to be manually reset.
