Adding new documentation to the BlueROV2 driver documentation

Documentation Location

I think this should go as a README.md or similar in the blue_joy package

Documentation Problem

After far too much time, I was able to get usbip to work so that users can send commands using a controller connected to their topside computer to Blue running on an ROV. It would be useful to document this procedure for future folks that want to replicate this configuration

Suggested Change

Add a document describing the setup procedure for getting a controller to work from a topside system using usbip
