Roulette wheel task #25

The roulette wheel task should start after acoustic navigation concludes we've arrived at the pinger and vision sees the wheel instead of the bins/square. It should end after dropping the 2 starter balls and 1 gold ball. The next state should either be "Mission accomplished" if all tasks complete or go back to acoustic navigation to go to the "cash in chips" task.
