We've added various optional features that can be configured using environment variables. There are enough of these now that it would be useful to add a section grouping these in the README and review for completeness and consistency in documentation.

Add a new heading to the README for "Configuring DIMES", and group the existing optional features there including:
Aeon Reading Room Integration
Duplication Request Limits
Refining Search feature
Include any known issues or considerations for implementation/use.
