Rewrite SIP creation script from bash to python #36

Rewrite generateDigitizationSip to Python from Bash, including arguments for source and target location, as well as a path to a text file including a list of RefIds. Also included an optional argument to remove citation sheets (i.e., the first file) and an optional argument to create an archivesspaceids.csv file.
