Style Library and Guide updates based on changes identified in styles implementation into the Docs Site, Blog Site, and Cartographer. This has potential small breaking changes for some site styles implementation (or will replace some local styles that do the same things), so will be version 0.11.0.
Improve table styles so that things like links and lists in tables inherit the table text styles and add a .table-responsive class for tables that scroll on the x axis on small screens.
Update table of contents styles to have better active link styles and improve the design of TOCs with titles.
Update typography styles to tweak h4 and add h5 and h6 styles, add ol styles, and make sure links in headings inherit font size from the heading. Remove padding under underlined heading, which was never in the original ondesign designs.
Remove header with logo story, since we aren't using this in our sites.
Update documentation to clarify best practices and use for alerts, modals, and skip links
Update the footer reading room hours to be accurate with our current hours.
