Adds Storybook table of contents component #30

Adds a table of contents component, which attempts to combine the implementation in docs.rockarch.org as well as rockarch.org. I've provided the list items as an editable array in case people want to construct their own TOC list.

Oops, realizing that hiding the skip navigation is not ideal because it is not usable by sighted keyboard users. It should appear on focus (and I guess is in fact just a SkipLink component with a target other than #main). BUT, I think we should remove the skip navigation from the TOC component altogether, and instead just NOT include the TOC as part of the main content (like rockarch.org does).
