Description

This PR updates our project to use the latest versions of Dart and Flutter. It ensures that we are taking advantage of the latest features, improvements, and bug fixes provided by these frameworks.

Changes Made

• Updated Dart to version 3.1.2
• Updated Flutter to version 3.13.14
