Hi and thanks for reporting this.
A couple of things here.
First you are using Mongo 4.4.5 and technically we do not support this at the minute. It probably isn't the cause but if you use unsupported versions we can't necessarily assist you.
Next is your Rocket version. As per our link https://rocket.chat/docs/contributing/reporting-issues we ask that you always test on the latest version.
Your version is quite out of date and if it has an issue it will not get fixed.

You really need to upgrade to at least 3.15.x and then test again please.

We migrate in version 3.15.1 to test it and the same behavior appear. When we restart the button not appear and nothing wrong in log.
This problem still exists on version 4.8.4.
Description:
We use kubernetes solution to deploy rocketchat. When new pods start the CAS configuration not update ( cf screenshot ) . To find it again we must go to admin panel and update cas configuration ( For instance change text or size panel ). we've find tihs issue https://github.com/RocketChat/Rocket.Chat/pull/17808 but our version is highter ( 3.10.3 ).
