email inbox needs IgnoreTLS Toogle and save without username and password

Description:

We are using internal mail relay so we need to toogle IgnoreTLS for smtp acces (self signed certs). The general smtp settings are working but i cant get the mail inbox to send emails becouse of cert errors (invalid).

Also i cant save the settings without setting a username and password our relay doesnt need and want a password + username -> timeout

Expected behavior:

1. There should be an IgnoreTLS toggle for smtp in mail inbox
2. I should be able to save the settings without a username and password (like in mail -> smtp settings)

Actual behavior:

1. cant ignore tls check
2. cant save without username and password

Server Setup Information:

• Version of Rocket.Chat Server: 3.18
• Operating System: UCS 4.4
• Deployment Method: docker
