Push notifications without FCM

We are working in an air gapped network, so we can’t use FCM or any other service. is there a way in the current version to make the application fetch new messages in the background and deploy a notification by itself?

I also want to ask this function. If some network can't work to google, can change the push notifications server on client is nice choose.

(For example, the admin panel can be configured to allow admin to use a specified notification server and reside client to the backend or choose by client)
