Administration -> Settings -> Message shows HTML markup

Description:

For some settings in the "Administration" area, the description contains some visible HTML code.

Steps to reproduce:

1. Log in with an admin.
2. Navigate to Administration -> Settings -> Messages

Expected behavior:

None of the descriptions of settings on this page show any visible HTML markup.

Actual behavior:

Some HTML markup is visible, for instance:

Always Search Using RegExp

Time Format, Date Format and Time and Date Format

Enable Auto-Translate

Katex

There may be other settings pages also showing HTML markup. I did not find any, but I did not search through all settings pages.
