bug: Features not toggled while writing text in message box. #31447

Description:

The text editor buttons are not toggling features; instead, they keep adding text continuously. Watch the video for a clearer understanding. For example, when the bold button is clicked, it should toggle between "" and an empty string, but it keeps adding "**" instead.

Steps to reproduce:

  1. Just keep on clicking bold button in text editor

Expected behavior:

  1. it should toggle the feature.

Chrome Operating System: macOS Version - 6.6.0-develop
