Add permission setting on who can upload files #38

Description: Anyone can join right now and upload shock material or other disgusting stuff. Please allow for disabling this feature for certain roles... Or have a way to make their shared image in the room be pending for approval the first x times.

@MartinSchoeler @maxpen Agreed, specially helpful when Anonymous write is on and we have Anonymous role.
