Azure Storage BLOB #456

Is your feature request related to a problem? Please describe. We are not using amazon or google only azure cloud and want to run rocket server in multiple instances load balanced. So we need centralized storage outside od server as S3.

Describe the solution you'd like Support for Azure Storage Account / Container for File Uploads / share files in chat / chaneels atd..
