Bots should support a welcome screen #58

When I first DM with a bot, it would be great if I could be shown a welcome screen with information about the bot before I engage/subscribe.

In some ways, this is similar to the preview mode and explicit "join" of public channels:

From an architectural point of view, this means we'll need to have an object that provides persistent bot meta information. This object could also potentially be a place where information about persistent menus could go -- but that is a future consideration.
