Enable reordering contextual tab bar items via admin panel #72

Description:

Currently the Contextual Tab Bar items are ordered by a static priority that's hard coded when creating the buttons, in the redesign process our plan was to enable drag-n-drop to reorder the buttons so the user define the priority. Since that wasn't implemented yet, a easier solution would be moving the order of the items to be an admin setting, so admins would be able to set priority based on their preferences.

Actually, it would be better to have an option to easily create new buttons and reorder them. Creating a new button is a real hassle right now.

@muhv7 create buttons isnt a problem, the problem is what the button will do :x
