ci: Create commit and lint workflows

Changes proposed

This PR creates two new workflows that will run when new pull requests are opened, that are:

• Lint (will check if there are errors on the code and enforce code style)
• Commit (will verify if all commits are following the pattern)

Additional context

When #51 and #55 are merged, I'll update this PR and request review.
