Add a preference panel reachable from the plug-in manager. This preference panel should at least propose to select the display units (kt, m/s, bft, etc.)

Panel added. Wind and temperature units are configurable now among kt, Bft, m/s, kph and mph for wind, Celsius and farenheit for temperature. Will be available in next release (0.3)
