What steps will reproduce the problem?
1. run the kernel in various cpu speeds

What is the expected output? What do you see instead?

The same time counting

The counter runs faster or slower depends the clock speed, the control of
pic are unexactly

PIT clock set to 2kHz, using divider to extract miliseconds, 1 ms = 2 system 
tick
