No Boot / system hang on "Started Update UTMP about System Runlevel Changes..." #87

As I can't ping 172.24.0.1 I connect an HDMI display.

The raspberry never boot it block at No Boot / system hang on "Started Update UTMP about System Runlevel Changes..."

I try to re flash the SD card multiple time. And I try on another sd car and another Raspberry

Has someone an idea ?
