Multiple budgets can be created #2

More than one of the exact same budget can be created. This can be problematic for the users and I suggest that team only allow unique budgets to be added.

Team's Response

This is a duplicate of #1925. It is part of our decision to give user the flexibility of having two budgets with the same name. Furthermore, they can easily edit the names of the budget using the edit command if they find it confusing.

Reason for disagreement: Personally I cannot think of any advantages to having 2 budgets with the exact same name. On the other hand, this have the potential to cause the user to create a budget that is already in the app causing Unnecessary confusion and mistakes. The team should have at least send the user a warning message when trying to create an budget with the same name to reduce confusion.
