"System is being upgraded please try again later", how to bind device to Xiaomi account? #50

"System is being upgraded please try again later", says Xiaomi Redmi Note 13 Pro+ when I try binding device (zircon) to Xiaomi account from "Settings > Developer options > Mi Unlock status" menu. Is there another (cli?) way to do this instead of this menu?
