Each user should be able to specify a "DM / PM rate" for senders to pay them before a DM or PM are sent.

also idea to make extra check box page when someone first posts to cut back on spam, like a big "here u go entering the world woo" but potentially with a captcha or something

another idea is to allow a whitelist of users who you do not charge for DMs to be sent to you
