As detailed in #168, BiocFileCache location is not easy to remember.
Also, it is convenient for the user to maintain the configuration CSVs for each study in respective folders or in a central directory.
While I understand that current version of Bioconductor requires BiocFileCache implementation, it will still be very useful to read configuration CSV from user provided path, and not copy it to ~/.cache/.
