hi to all when I running this python file, I got this error anybody can help me?

You're not able to run Docker in WSL. See this Docker WSL Issue. You can install the client though per this UserVoice. All WSL issues should be directed to Microsoft's WSL Github page as linked above (Just back out of the issue to see other ones and create new ones that don't currently exist).
