Feature: !version, !changelog #114

I had the situation when my macros had been working on a discord server I put them some months earlier but they started to have some issues when I added them to a newly created discord server with (probably) a new discord bot version. The proposed commands could easily help with troubleshooting anyone that got issues with their macros after the time passed.

Just deploy new version of bot with !version and changelog commands.
