[Feature]: Add the requirements file

1. File name: "requeriments.txt".
2. Requirements has to be at the same level as the file name "manage.py".
3. Install the Framework Django 4.2.6
4. Install the extension and Framework of python
5. Check that the above steps have been successfully completed in order to be able to schedule.
