TowerLevelExcelConfigData.json has been changed and data is no longer available from this file after 4.4.0. Perhaps it was moved to the BinOutput side, but there is no workaround at this time, so we will hold off.

In v4.5.0, I found that DescribeId and Level are listed in BinOutput\_unknown_dir\570a3db3.json. Perhaps it will be restored as the decipherment progresses in the future.
