The configuration path to add apexcharts-card.js to resources has changed from Navigate to Configuration -> Lovelace Dashboards -> Resources Tab. Hit orange (+) icon to Navigate to Configuration -> Dashboards -> Tripple dot icon in the upper right corner -> Resources -> Add Resource
