XP rate does not work #140

What steps will reproduce the problem?
1. Open skulltag and begin a new game
2. Go to console and type "set rgh_xprate #"
3. Kill someone and watch your XP

What is the expected output? What do you see instead?
If i set the value to 5, i expect to earn 5 XP for killing a zombie. Instead i 
have 1 XP.

What version of the product are you using? On what operating system?
Skulltag 98d + real guns hardcore 1.11.2 mod

Please provide any additional information below.
I have attached a screenshot showing the console variable and XP i've earned 
for killing one zombieman with a knife.

xprate configuration option is only available in RGH 1.12 betas (and newer). It 
was not yet implemented in 1.11.2.
