Name of related component: Mobile Tracking

Request summary:
Current version requires internet permissions to set to an app. This is good 
for countries there most of smart phone users have an unlimited internet 
access. But for most countries unlimited internet is still costly for most 
people. People use their smartphones mostly offline except cases with wi-fi 
connection. So any app that requires internet permission and internet 
connection while use will be deleted.

Due to above I ask you to make changes in Analytics and trackers.
This can be made as a special android service, that collects trackers requests 
all the time from any app installed on device, and in case of internet 
connection - sends all the data to Analytics. Yes this will make some gaps in 
statistics, but many many apps will not be deleted just because authors wants 
to know usage statistics, but not really need an internet for their app to work.

Something alike that you need to make with an ads too...

(Need a good brain to your company? call to me, you'll be more happy ;)

Use Cases:
IMHO 70%+ of overall number of users mostly use their phone offline - so this 
is a MUST feature in most of countries!
