Imperial Rome doesn't get focus tree #99

When playing other countries, Imperial Rome gets a default focus tree which causes it to do nothing of significance if it wins the civil war

Vanilla should have an example of how to restore the focus tree after a civil war. Most civil war countries get the generic tree until after the war is over, then it's restored by an on_action.
