"CooldownAfter" option for initial no cooldown RTP's in Cooldown section #107

Plugin Version: 3.4.4

Request: Please add a new configuration under Cooldown section called "CooldownAfter" which would accept an integer representing the amount of initial times rtping wouldn't have a cooldown, after which cooldown would start being applied.

How/Why: I noticed on my server many new players leave the server after noticing they can't RTP again. This is a bit harsh for accessibility, since RTP is used by many of these new players as a means to quickly escape spawn, and get a chance at getting started at the game.

Accessibility is really important for any server, this would help admins tweak the amount of times players can abuse RTP at first after dying, after which using RTP should start to become a bit more rare, at least in my case.
