Add support to new block height (-64) #85

Plugin Version: Better RTP Version 3.2.1-1

Request: I request the compatibility of the new block height (-64) for the use of datapacks and world generation plugins for the new caves and servers in production

How/Why: Because if not, the plugin would fail (as it currently does) as it teleports underground and users die

Additional Context: I have no image or video, but I think you have an idea

I would like to add this very soon, since 0 is the forced limit everywhere I will need to grab each worlds height limit when doing so. I'll try to get a patch out soon

so small hiccup, if I was to add this support, I would need to use the new 1.17 api class called WorldInfo which would remove support for 1.8 to 1.16, I will try to do this another way, but I will need to find another solution which may take longer than expected!

Forgot to update ya here! This has been added as an option to lower the max/min Y as of 3.3.0! https://www.spigotmc.org/resources/betterrtp.36081/update?update=449441
