added .NetStandard target

This pull request adds .NetStandard as a target
For compatibility reasons I also changed the .NetFramework version to 4.6.1
Please check if you are ok with the version and ouput paths as they might have changed
Nuget package can be build using msbuild now (in VS2017 make a right click on the project and click pack)
Nuget package works for me using Monogame.Android project and .NetStandard2.0 project (be aware that the standard package path for .NetStandard isn't ../packages anymore - this requires an update of the documentation regarding where to find the content files etc if the user uses .NetStandard)

oh be aware that I have the Monogame folder included in the $(MonoGameInstallDirectory) path. Therefore I removed the folder name from the paths. If you are relying on this we have to undo those changes.
