Add a po directory, including a Makefile and Portuguese translations.
Wrap RQDA messages with gettext(). The argument domain="R-RQDA" is necessary because the domain does not get defined when RQDA() is called from .onAttach() function, and also because some strings do get translated even if RQDA() is called manually (it seems that they get RGtk2 domain).
Put the creation of pop up menus into functions because if the pop up menus are created while the package is being loaded, the messages do not get translated.
"Untranslate" the Type Of Retrieve before using it from the Settings widget.

Notes:

Instead of doing the pull request from the po_directory branch that I mentioned in the mailing list, I created a new branch with a single commit. I did this because the po_directory branch had contradictory commits, like removing and later putting RQDA() back in the .onAttach() function.
While translating the messages, I also fixed a few spelling mistakes in the English messages, but as far as I remember, I only replaced one word (above with greater) in the following message: "The codeList should be a vector of length 2 or abvoe."

I am closing the pull request because it has conflicts with the current RQDA code and I don't know how to solve them with git commands. I am going to do a new pull request.
