Add Error & Informational Logging #5

Right now difficult to monitor the status of the API requests, if they failed or succeeded, or if and when the cron jobs are being run for each data source etc.

Added in new Silex based development branch. Which will be posted to repo within a few weeks. Still got a lot more to do before upload it all.
