Move "other settings" items to device specific #103

Move the preferences under the heading "Other Settings" to be device specific.  
These may be device specific and rather than have them as global settings, make 
them device specific settings.  On database upgrade make sure to copy the 
current preference into all devices.

Implemented in 2.8.0 (not yet released) and up.  Testing underway.
