Needs translations of 4 new strings

I added 4 new strings:

148 <string name="ignoreTTSMissing">Ignore this</string>
149 <string name="PrefsGTalkOFF">Google Talk messages will not be read.</string>
150 <string name="PrefsGTalk">Enable reading GTalk messages</string>
151 <string name="PrefsGTalkON">Google Talk messages can be read when device is 
connected</string>

The first is to disable the TTS missing notification for API 15 and 16.

The next 3 are for enabling GTalk reading.

I committed the German translations. I had to first understand the 
ignoreTTSMissing string resource from the source code to have an idea what it 
is intended to do :-) -> it is the label for the new 3rd button on the install 
TTS requester.

Thanks Sebastian and Uwe.  French and German are done and merged to my local 
copy.

Done except for Danish.  I guess we will just skip that Danish string for the 
next release.
