feat: update to wdio ^8.15.0 and remove deprecated selenium-standalone service

Current Behavior

With the release of WebdriverIO v8.14.0 driver management is handled by WDIO, this removes the requirement to use a service like selenium-standalone. see https://webdriver.io/blog/2023/07/31/driver-management
