[Plugin Request] Include mupen64plus-input-gca #23

Input Plugin for using the official GameCube Controller Adapter.

Works using the default release. Can be found here: https://github.com/amatho/mupen64plus-input-gca

Controller settings are saved in the root directory of the emulator as a .toml file. Pester me for testing if needed.
