Problems with installing vqmod on Windows IIS #140

What steps will reproduce the problem?
1. I can't install vqmod on Windows IIS.
2. I tryed fresh install of opencart 1.5.3
3. I tryed both vqmod 2.3.0 and 2.4.1 
After installing it shows UPGRADE message (not INSTALL MESSAGE). If I put 
vqmod/install again for the second time it shows that there is no permission to 
write. I know for sure - all permission 777.
For the 3rd time it shows error in line 93 of vqmod.php
Seems it's some kind of path problems. Apache uses forward slashes in a path, 
IIS back slashes. How can I install it?

vQmod Version: 2.4.1
Server Operating System: Windows IIS

How exactly do you have 777 permissions on a Windows based system?? This is not 
possible. If it shows the upgrade message it means you've already had vQmod 
installed previously. This has been tested on countless windows machines 
including IIS and it works. The issue will be your configuration/permissions 
being invalid
