fixing install_dependencies.pl BLAST path #62

The install_dependencies.pl script attempts to download the BLAST distribution from ftp://ftp.ncbi.nih.gov/blast/executables/legacy/2.2.17/. This path has changed to ftp://ftp.ncbi.nih.gov/blast/executables/legacy.NOTSUPPORTED/2.2.17/ which breaks the script. This PR updates the path.
