When Logged In as a non-admin user: the visibility will be set to private by default when creating a dataset non-admin user will not be able to change this

After Submitting the dataset, this message is shown with the dataset (please let me know if the message should be changed)

When Logged-In as an admin user, the user will be able to change the visibility of the dataset and then publish it image

Assigning this to check for the same and confirm

You can use this non-admin user credentials to check the functionality user name: non_admin_user password: ckanuser
