Require Framework 11.0.6, Remove the console commands #14

The Console commands Àdmin::ImportExport::ExportandAdmin::ImportExport::Import` are included on OTOBO 11.0.6. So the commands can be removed from the package.

Not that on a 11.0.6 Installation, the new package can only be installed when adapting the RELEASE file.
