Steal the two git hooks from the repository otobo:

[ ] pre-commit : for running the CodePolicy
[ ] prepare-commit-msg: to add the issue in the commit message based on the branch name

Actually these hooks are currently not checked into git. They are rather installed with https://github.com/RotherOSS/CodePolicy/blob/master/scripts/install-git-hooks.pl But I didn't see how that approach is documented in the development manual. Looks like a TODO.
